Solano Grand review: what CDL's role and the Senja Close site tell an EC household before launch

Solano Grand EC has no showflat, price list or floor plans yet, so a review today can only judge what is on the public record: who holds the land, what the site is, and what the household still has to wait for. Each point below is tagged Confirmed (a government source) or Not announced yet.

The site

Senja Close sits in Bukit Panjang, District 23. HDB's planning figures describe a compact EC parcel: a 10,159.2 sq m site, 30,478 sq m of maximum gross floor area, and a permitted building height of 150 m to 153 m above Singapore Height Datum. HDB's estimate of 295 housing units is explicitly a guide, not a commitment, and our project details page keeps the unit count as approximate for that reason.

For a household, a modest-sized parcel is a reason to expect a smaller community than a large EC estate, but that is an inference and not a published fact. The things that decide daily life, such as how the blocks sit relative to the road and the LRT, are not in HDB's tender record. They will appear in CDL's site plan, which is not out yet.

On transport, LTA lists the Bukit Panjang LRT and the Downtown Line among the rail services in the network. Jelapang LRT is the closest station to the site, about 300 m in a straight line, with Senja LRT about 650 m away and the Bukit Panjang Downtown Line interchange in the town centre; the exact walking distance depends on the final entrance and has not been announced yet. The developer record we can verify

The one CDL fact we can tie to a government document is the tender itself. HDB's result notice records the successful tenderer for Senja Close as CDL Constellation Pte. Ltd. and gives the same-day award of a second EC parcel to another CDL entity, so CDL won both sites in that round. It also states a project completion period of 60 months from the date of acceptance of tender, which is the period the developer is working to under the tender terms. It is not a TOP date, and a marketed completion date may differ.

What would change this picture

• A CDL-issued price list and unit mix. Until then nothing about affordability can be assessed. See the price page for the current status.
• A confirmed showflat and launch schedule. The showflat page will change only when CDL attributes a date.
• The released site plan. It would settle the entrance, tower positions and walking route to Jelapang LRT.
• A dated TOP. The tender's 60-month period is a guide, not a handover promise.
• Your household's own eligibility. HDB's EC rules decide whether you can buy at all, whatever the project looks like. See the income ceiling article.

Bottom line for EC households

On the sources available, Solano Grand EC is a real, government-awarded EC site with a large listed developer and a rail-served Bukit Panjang location. It is not yet a project you can price, compare or book. A reasonable approach is to check eligibility now, keep the budget flexible, and treat every figure for price, size and timing as unknown until CDL publishes it. A review that scored the project today would be guessing, so this one stays a checklist.
