Solano Grand is an upcoming 99-year leasehold executive condominium on a Government Land Sales (GLS) site at Senja Close, in the Bukit Panjang planning area (District 23). CDL secured the plot with a top tender bid of about S$252.9 million, working out to roughly S$771 per square foot per plot ratio. The site is expected to yield around 305 homes — a mid-sized development rather than a mega-project, which tends to mean a more manageable shared-facility ratio.

The scarcity angle is real: Bukit Panjang has seen very little new EC supply for years, so Solano Grand EC gives HDB upgraders in the north-west a rare chance to buy a brand-new EC without leaving the estate they already know. Executive condominium rules: what "EC" actually means for your wallet

An EC is a hybrid. You buy it from a private developer with private-condo facilities, but for the first ten years it is governed by HDB rules. Getting these straight is the single most useful thing a first-time EC buyer can do before viewing Solano Grand EC.

Eligibility, at a glance

  • Family nucleus: you must apply under a recognised scheme (for example the Public Scheme or the Fiance/Fiancee Scheme) — an EC cannot be bought by a single person buying alone in most cases.
  • Citizenship: at least one Singapore Citizen, with the rest being SCs or Permanent Residents.

After five years you may sell to Singapore Citizens and PRs; after ten years the EC fully privatises and can be sold to foreigners as well. That final step is where many EC owners have historically seen the strongest capital appreciation, because the buyer pool widens. It is the structural reason ECs are popular with upgraders — but it also means an EC is a longer-horizon hold, not a quick flip.

A worked example: how much can you borrow?
